地域交通を整備し、グアム島からの国際航空路を活用した、国際高速貿易によるプランである。
既に、このプランと同様の考えから、テニアン・サイパン島の交通の整備プランが動いている[1]、とのことである。
This plan is 、by international air-way from GUAM

Figure 1 is recommendation for India-china route.
This route is most effective route for trade between India-China, is nuance of recommendation.
Maybe they have ideas & vision of trade with this route. It’s included political & economical good effect with financing & development.
And need agreement of nations for border and crime, also guide-line ,too.
